People-First Governance Architecture is the Workforce Service Management constitutional principle that DISM Profile establishes the human-recognition lens through which HRSM and AISM are interpreted, implemented, audited, and improved.

Within WSM, DISM Profile sees the person first. HRSM governs human workforce services through that people-first lens. AISM governs AI-enabled and agentic workforce services through that people-first lens. HRSM also supplies workforce roles, responsibilities, competence, accountability, human oversight, and operating controls that AISM must inherit when AI affects workforce services.

This is WSM original theory. It is not an ISO-declared hierarchy among standards.

Why It Matters

Workforce services affect people before they become HR processes, AI workflows, reports, audits, controls, or certification claims. If an organization begins with a process or system rather than the person affected by the service, it can optimize work while making exclusion, invisibility, lack of recourse, or loss of agency harder to detect.

People-First Governance Architecture prevents that failure. It requires WSM practitioners to ask who is affected, who participates, who is excluded, who has agency, who has access, who is represented, who bears risk, who receives value, who can challenge a decision, who has recourse, who is visible in the system, and who is ignored by the system.
